In Svetlogorsk cops carry out forced universal fingerprinting appealing to article 4 of the Law of the Republic of Belarus of November 4, 2003 №236-3 “On the state dactyloscopic registration”. Available administrative resources are widely used: if one refuses to undergo the procedure of fingerprinting he will be fired. Fingerprinting is made right at workplace and during working hours. The second part of the campaign is going to start now: writs are being sent to summon those who doesn’t have a permanent place of work (the unemployed, businessmen, guest workers). The following article is published below just for the lulz:

“Article 4. The principles of the state dactyloscopic registration

1. The state dactyloscopic registration is carried out with the observance of the rights and freedoms of the citizens, stated by the Constitution of the Republic of Belarus, in compliance with the principles of lawfulness, humanism and confidentiality, a combination of voluntariness and obligation. 2. The realization of the state dactyloscopic registration must not pose a threat to individual’s health, or humiliate one’s honour, dignity and professional reputation”.

Further the document lists those who have to be obligatorily fingerprinted – they are mostly defence and law enforcement agencies staff and prisoners at the bar. All the other citizens merely have the right to request the procedure. Nevertheless, we are watching the same things the German people were watching in 1933.
