Intervene and Save the Life of a Senior Maoist Leader of India Narayan Sanyal (also Known as Prasad/ Bijoy)
Chhatisgarh Police arrested him on 28th December and so far his whereabouts are not announced
A senior member of the central committee of CPI (Maoist), Prasad alias Bijoy (67) was arrested on the evening of 28th December 2005 from Raipur, Chhttisgargh. The Chhatisgargh police have not announced his arrest and he has not been produced in a court of law. Apparently, he has been kept in a secret place. There is a threat to his life given the past history of the police killings of the Maoists in their custody and showing the stage-managed encounter killings.
The Chhattissgarh PUCL confirmed the arrest of Mr. Prasad and informed the press that it has received a letter from the Secretary, Chhattisgarh State Committee of CPI (Maoist), which says that "a senior leader and member of the central committee of the CPI (Maoist) who had come to Raipur for treatment, has suddenly disappeared on the evening of 28.12.05".
The PUCL further says that in the event of arrest, given the fact that this has been kept secret by the state authorities, there is a serious threat to the life of the arrested person. We wish to bring this incident to the notice of the public and the state authorities in order to safeguard the human rights of the arrested person.
48 hours after his arrest, Mr. Prasad is not still produced in a court of law. Given his old age, he should not be shifted to any other place and he should be immediately produced in court of law. It is learnt that the Andhra Pradesh Police is trying to take Mr Prasad into their custody. We feel that there is a greater danger to his life if he is handed over to the police of Andhra Pradesh.
We appeal to you to instruct the Government of Chhattisgarh to announce the arrest of Mr. Prasad, a senior member of the Central Committee of the Indian Maoist Party and produce him in a court of law and safeguard the rights of his person and prevent any possible torture and violation of human rights in his case in custody.
We appeal to you for immediate intervention in the situation otherwise there is an imminent threat to his life.
