The following communication was sent to local offices of Minsk City Phone Networks (MTGS), a phone provider in Minsk. It relayed instructions sent by Beltelekom , the state communications company which holds a monopoly on Internet access in Belarus.

To all local office managers:
The Ministry of Communications, Republic of Belarus, has decided to address the problem of flat tenants who have been creating local home networks using state-owned cabling infrastructure, including underground facilities and building ducts. Beltelekom has ordered MGTS to check all buildings. All custom cabling which is found during these checks which use state facilities must be destroyed. MGTS must complete this before 24.02.06.

In Belarus, there is no private property for buildings, flats, land, etc. It is not clear whether network equipment other cabling is to be destroyed, but that is the assumption.
