Now in Poland (UTC+2 = summer daylight savings time) it is 19:40. timeanddate says that Minsk is 
20:40.

So Moscow is UTC+3 (normal = winter), or UTC+4 (daylight savings = summer).

Maybe Mr Ł. cancelled daylight savings time in Belarus and he forgot to tell international time authorities? ;)

Anyway, hope to chat with you tomorrow if we can sort out the time :).  i can't see an English article from the Hungary people about yesterday's happenings on their website - maybe tomorrow we could ask them about this...
