i think you forgot daylight saving time – Летнее время : IMHO this week Mińsk is UTC+3; next week ( NOT daylight saving time) Mińsk will be UTC+2.

Maybe Mr Ł. cancelled daylight savings time in Belarus and he forgot to tell international time authorities? ;)
